PageMaker, QuarkXPress, Macromedia Freehand, Adobe Illustrator, InDesign

Being a programmer 5 years, I would use InDesign, Photoshop or Illustrator, depending on what you feel most comfortable, so that the appearance site. Then, I would hand code any features you want. I have built complete systems in PHP this way, and is by far the best. Just be sure to test in Firefox 2 and 3, all versions of Google Chrome, Internet Explorer 6, 7 and 8, Safari (whatever version you can get install o) and Google Chrome 1 +. It is extremely important to work in all browsers.
